Which permits and hazards apply to a site in New Mexico?
Construction stormwater permit is issued by EPA, not the state
New Mexico's construction stormwater permit is EPA's Construction General Permit, because EPA issues all NPDES permits in New Mexico rather than the state. A Clean Water Act permit is required for construction activity disturbing 1 acre or more of land, or less than 1 acre if it is part of a common plan of development or sale that will ultimately disturb 1 or more acres. A general permit for construction activity became effective on February 17, 2022.

State ground water discharge plan program
New Mexico regulates discharges into ground water through a state discharge plan program under the Water Quality Act, NMSA 1978, Sections 74-6-1 through 74-6-17, with standards and regulations adopted by the Water Quality Control Commission. A discharge plan is defined as a description of operational, monitoring, contingency and closure requirements for any discharge of effluent or leachate that may move directly or indirectly into ground water.

2021 IBC adopted, no state amendment to structural design
New Mexico's 2021 Commercial Building Code adopts the 2021 International Building Code by reference, as amended by the rule. Chapter 16, Structural Design, of the adopted IBC is referenced by the rule without a New Mexico-specific amendment: the rule directs the reader to see that chapter of the IBC directly.
